Is it alright for Jews like Madoff to swindle goyim?

For Rabbi Burton Visotzky of the Jewish Theological Seminary: "The fact that he stole from Jewish charities (emphasis on "Jewish") puts him in a special circle of hell." Unstated, but perhaps implied, is it's OK to steal from "goyim" or at least not as bad.

Much of the criticism that you see directed at Bernie Madoff is not because he was a swindler but because he swindled Jews. If Madoff had stuck to ripping off gentiles would he still be held in high regard in the Jewish community?
